MERIDIAN GLOBAL FINANCE

Applied for, and held apart.

A customer can ask this bank for a USDT account. Two people decide it, the balance is kept and shown apart from their money, and nothing can move on a chain until the licence, the custodian and the network connection exist. This page is about what is built — and, at least as much, about what is deliberately not.
No network connected No custodian appointed No crypto permission held Approvable for testing; nothing can move

Why this is not just another currency

A balance of pounds here is a deposit: the bank owes it, and the arrangements behind that are old and understood. A USDT balance is something else entirely — a claim on Tether Limited, priced by a market, transferred on a network where a mistake is final, and regulated as its own activity: a Crypto Token licence at the DFSA, a VASP registration nearly everywhere else.

Showing the two in the same column would teach a customer that they are the same kind of thing. They are not, so the account is separate, the screen is separate, and the page says in plain words what a USDT balance actually is: not money in this bank, not covered by deposit protection, not reversible.

Two balances, side by side

The same customer, two holdings, and the question in each row is what they can rely on.

Applying takes two people, and neither of them took the application

The customer says what the account is for and where the money comes from. Both answers have to be real sentences.

“Wages” is refused — not because it is suspicious, but because it is not an answer to the question the file is judged on. Operations can take an application on a customer's behalf, and can approve nothing.

Then two signatures: an analyst reads the file, and a senior manager signs the risk. Never the same person, and never the person who took the application.

The firm's own licence is the gate, not a setting on this screen. Until Meridian holds a crypto permission on its own licence, an application says so and cannot be approved. The check reads the firm's licence record. There is no flag on the page that an operator could turn on to get past it, which is the point — a control that a screen can override is not a control.

Addresses, and the wait that protects them

Nothing can be sent to an address until somebody at the bank has approved it — and not the person who added it. The owner's name is screened against the lists the bank holds.

The address itself is not screened, and the screen says so rather than showing a green tick that means nothing. No analytics provider is connected. An unanswered question stated plainly is worth more than a reassuring mark that was never earned.

The wait is the control. A transfer on a chain cannot be recalled, so the moment to be slow is before it leaves.

The travel rule, built in rather than bolted on

FATF Recommendation 16, as every jurisdiction that matters has written it.

Above 1,000 USDT, a transfer carries who sent it and who is receiving it. Those are columns on the transfer, present from the first migration rather than added once a regulator asks for them.

A deposit above the threshold with no named originator is refused. So is a withdrawal with no named beneficiary and no institution at the other end — unless it is recorded as the customer's own self-hosted wallet.

The networks, and what each one still needs

Tron (TRC-20), Ethereum (ERC-20), Solana (SPL), and a regulated custodian — which, for a bank starting out, is usually the right answer.
RouteStatusWhat it needs before it could be turned on
Tron · TRC-20Not connectedLicence · custody, meaning who holds the keys and on what terms · connection · confirmations · address analytics · travel-rule arrangement · daily cap · testing · and two people agreeing to turn it on.

A withdrawal today builds its instruction, and is then held — with the reason in words — or the balance sits in clearing where it can be given back. The customer is told which of those two happened. Neither outcome pretends to be a payment that went out.

The three figures that have to agree

On the desk screen, and in beit-admin crypto.
What customers are
Owed
The bank's obligation to its customers, in USDT.
What is
In flight
Instructions built, held, or sitting in clearing.
What the bank
Holds
Actual custody. The only one of the three that is an asset.

A bank holding somebody else's asset owes it whether or not it still has it. If custody does not cover the other two, that is the fact to act on before anything else — and it is the first thing an examiner asks for.

What this page is, and isn't

What's real here

The application flow, the two-signature approval with its segregation of duties, the address allow-list with separate approval, the travel-rule columns and their thresholds, the held-withdrawal path and the three-figure reconciliation are all built and exercised by tests in the banking system. The licence check reads the firm's own permission record rather than a screen setting, so it cannot be turned off from the interface.

What this is not

No network is connected and no custodian is appointed. The firm holds no crypto token or virtual asset permission anywhere. An account can be approved for testing; nothing can move on a chain. USDT is not treated as a dollar anywhere in the system — it carries a rate like any other holding, and a conversion with no rate is refused rather than guessed. Nothing on this page describes a service available to any customer today.
